If I understand correctly there is a -1DRM on the Aircraft Encounter chart if the Dive Planes are damaged and a -1DRM on the Escort Detection Chart when the Dive Planes are out(wich probably means inoperable).

And if I am right, the U-Boot can still Exceed Test Depth. The U-Boot can continue to "move up or down".
I am no expert about U-Boot but this is puzzling me a little.

Hello,

The wording is perhaps a bit confusing. "Out" in this case means damaged...IE, not working properly. Whether or not you can fix it later or it's broken for the rest of the patrol (inop) is immaterial. The point is, you CAN still move up and down, but not quite as quickly as with fully operational dive planes, hence the penalty.
