The rulebook is a little wordy on these points. However, you have summarized them well!

This is somewhat related, but you could add that as part of the PC Phase that players check to see if any PC markers are isolated.

Thanks. I read the rules. Played the game. Then read the rules again to figure out where we went wrong. Actually lots of reading of the rules.

This is the one part of the game I want super clear next time around. Next weekend is probable.

Added item on Congress Dispersed. Thanks. I hesitated to add details about something covered right on the board. But like the clarity that Flipping and Removing are allowed.

On the side I've been working on a two page rule set. But now I think I can get it down to one. Love this game and want to remove as much rule hunting from my next play as possible.
