I'm not the first one to notice that the Mastermind Tactics cards look EXACTLY like regular villain cards, complete with fight effects and a damage rating, and I'm sure custom made variants exist that incorporate some of them into the villain deck.

But looking at it from a more "official" point of view, do you think the magnificent Devin Low did this intentionally because he has something planned down the road? If they were purely tactics cards, it would be redundant to print "Fight:" or have the attack value in the lower right since you'd already know all that from the main Mastermind card on top.

Do you think do you think Devin is planning something with this, along with his devilishly handsome coconspirator J Bren, and if so, what could it be?

Given Venom's history, I can see him jumping from the mastermind deck of carnage, to the villain deck, to your hero stack or hand. Too bad that expansion is finished now and Magneto is already made. Guess that idea will have to be saved for...Thanos whistle
