There aren't any rules covering buildings in the base SMG. Are they just -shoot terrain and no -hit apply like in Pontigou & St Come Du Mont ? -2shoot just sounds a bit soft.

Buildings are the same as any other piece of cover, i.e. they do not block line of sight or shooting. If your dog tag is on a building you can take cover. They are factored into the Shoot modifiers on the tile itself (so a building heavy tile will have more negative shoot modifiers).

Jeff (the designer) has mentioned a few times that the buildings on the tiles represent softer types of buildings (non-stone) and ones with larger windows. Thus his reasoning for sighting and shooting through them. They do offer cover to a degree that a soldier can take cover and remove a spotted marker, but they are not the same as the X-Terrain that offers a -hit and blocking LOS etc.
