The problem is simple, and it seems there is a conflict in the original rules.

Turn order is as follows: Player A, Player B.
Initiative order (highest to lowest) is: Player B, Player A.

In the Opportunity phase both players want to sabotage and both want to get passengers.

If we look at point [4.2] Player order applies only to the Hyperjump, News, and Opportunity Phases.
So it would mean that Player A does sabotage and passenger boarding, then player B.

But if we look at point [15.0]: "... During an Opportunity Phase, a player may declare aloud (Initiative Order) that he is transporting any or all of the available passengers. He immediately receives 5 HT's..."

So clearly there is a contradiction here. The easiest solution seems to be taking 4.2 point over the 15.0. Because if we try to somehow split the passanger boarding outside the Opportunity Phase, or in the middle of someones turn in during the phase the order of boarding between players would be settled, we come up with a mess.

I've also seen this order.

That's one of the reasons I proposed this solution to just do it according to Turn Order.
