Housing (by some formula that includes buying and renting) seems reasonable to include as part of a cost of living index. I can't think of any reason to include stocks as they are not a consumer item.

At least here, considering all government subsidies and regulations, that is not the case. As such I would recommend against inclusion of housing or rental prices in the CPI.
