The rule reads

Quote:
"When the OPs ecounter a terrorist with a Bazooka, roll a die. Each Op in the same area with an equal or lower number than the outcome loses 1 health."

What is being compared for the Op?

If the comparison is to the number printed on the upper left of the Operative card, then
1. Shooter will always be hit
2. Medic will never be hit

Can someone tell me how a terrorist Bazooka attack is supposed to go?

Unless a support card is played to adjust attack/defense, that's how I read the rule - Shooter will always take damage.

Shooter is a magnet in other ways, too - if a terrorist doesn't have a hostage or civilian to takeout, and isn't engaged in a duel with a Special Op, he will shoot at "the Special Op with the lowest number", aka Shooter if he's in the area. Also, booby traps attack low-to-high.

That's how I read it too. Thematically the shooter is always the first one in the room and the medic comes in after all the smoke clears.
