My Phalanx edition Optional Rule 2.2 "Like Targets" clearly states one's Infantry are not required to fire at enemy Cavalry, even when there are non-targeted enemy Cavalry.

It is not clear whether one's Cavalry is required to fire at non-targeted enemy Infantry, after one's Cavalry have already targeted all enemy Cavalry, and after one's Infantry have targeted all the Infantry they can target.

The rule is not clear on that point. I've always interpreted it as the obverse to the infantry rule, i.e., once all enemy cavalry have been targeted, friendly cavalry may gang up on enemy cavalry even if there are non-targeted enemy infantry units present.
