Under the Walk subsection for MOVE, it says the moving soldier's move is modified by the terrain he starts in. Later it says, "While moving, ... and must pay for any Move Area Modifiers."

What are "Move Area Modifiers"?

The first part implies paying a penalty at the start of the move, but the second part implies paying a penalty WHILE moving? Which is it?

Area modifiers can be found on page 6 of 2.0 rules.

Edit:One of the Landmarks for Red Devils has a building on it that has a Move Modifier, so moving through that building would have you apply the Move Modifier during your move.
I was wrong, that building doesn't have the area modifier on it, just a regular move and shoot modifier on it. It would need the orange symbol extending under the modifier to be a area modifier.

Also, there were some terrain pieces included in the Red Devil KS that had Move Modifiers, as well as some other area modifiers. Such pieces were craters and rubble that could be placed on top of a map tile and have those area modifiers also apply to the tile modifier.

So for people w/o Red Devils, it shouldn't apply until they either somehow get some of those terrain pieces (craters/rubble) or LBG has future map tiles that have the area modifiers on them.
