Another thread got me thinking on this:

In play testing, has the issue of Chef collusion, generally, arisen? I pay no cost to bump another player. If I bump them and they bump me, we both benefit, to the detriment of the rest of the table.

Oh yeah, big time. But it was only a problem when Chefs could bump Chefs. When we took away that ability, it's a great mechanism. The Chef basically lets you take an action space (usually with a bonus) that you couldn't otherwise get, and you help someone else out by doing so. And sure, there is some collusion that happens, but usually just in the form of players reminding each other of the time they bumped your worker.
