I've got my first tournament coming up soon, and I'll most likely be running Weyland and Criminal.
I currently have 1 Core Set, and by the time of the tournament, I should have A Study in Static and Opening Moves. I MIGHT also get What Lies Ahead (if so, I'll add in Project Atlas).

That is a lot of money. 9 operations, all of your agendas outside posted bounty, 3 pads and 2 melanges just for cash? *low whislte*. What are you spending that money on? Most of your ice looks really cheap, and you don't have any traces taht I see you needing to pump up outside of Shadow.
2 scorched earths. Always nice ot make sure that you have a kill condition, but the only tags I'm seeing are on shadow (which is probably not going to land last turn) and the snares. Or are you planning to score posted bounty and blast them with that?
Id kill the pads and get some strong ice.
You really should check tournament winning decklists here: http://stimhack.com/
Most of weyland decks have a backbone of 3 Scorched Earth, 2 SEA Source, 3 Snares - thats a basic combo needed for a kill
