Just some quick thoughts on how to fix the base game and how to expand for 3 players.
1 No cards can be used on the last 2 turns. Some cards can swing the game at the end
2. For each round, by default, the player with less electoral votes goes last
3. You can have an auction each round to determine who goes last. The player who bids the most chips can go last but has to subtract that number of chips from the amount they can use. If they bid more than they actually roll - their opponent can remove additional chips from the board - their choice. If nobody bids, then you go with the default (less electoral votes goes last).
3 Player Variant -
The third player is an independent. Their goal is to throw the election into disarray by preventing a majority from the other 2 players.
Get a bunch of pennies to use as the additional player's tokens and 1 additional die. The independent player only gets 1 die.
Each round, the independent plays first. They choose 3 states to campaign in. They can divvy up their chips however they like among the 3 states.
At the end, neutral states are decided by a 3 way, 1-die roll off.
