Interesting interview, thank you.

As an ancients guy, I think applying this type of system to ancient naval battles would work well. Wind direction would be less meaningful, but the crew actions would be important.

The bases would need to extend slightly longer than the ship itself, since unlike other games, the goal would be to touch the other ship. Maybe add some oar rake and corvus rules, too.

I'd fancy both an ancient and a Medieval setting, with our Repubbliche Marinare and Ottoman ships...
