I've been looking into Pacific Victory and right away it struck me that the components seem almost identical to Victory: The Blocks of War. Other than the map and rulebook is there much difference between the two components wise? I can't remember if Victory has "HQ" units, but I think the rest of the blocks are there.

My major issue with Victory: The Blocks of War is that it is so generic, when I purchased it at a convention I thought by the box art that it was a WWII block game when it is really just a system with a variety of generic maps that allow WWII-esque battles. With that said, if I could make my own map for Pacific Victory and use my Victory blocks I think I would find that more interesting. Not that I can complain too much for the price I paid for Victory.

I agree that Victory might have been a better game if it had actual scenarios. I have had dreams of playing it using the Front series maps.
