Recently I played a game of Cuba Libre. The first card is propaganda. We went through the round and the major changes were the Government got 15 resources for Aid and then degrade the US Alliance by one level. After playing about a dozen cards, another propaganda card revealed and the Government was embargoed. Every operation now costs the Government from 3 to 4 resources and it quickly ran out of money. The Government must pass 2 times in order to collect enough resources for just one operation so early in the game! I just wonder if this is unfair to the Government player under the circumstances and if there is any way to alleviate the effect.

Govt costs will usually go up through the game. There are some events that allow the govt player to adjust the costs that can be helpul and allow the govt to push the US alliance marker back up. Also, early propaganda cars are likely to mean the govt gets the full income from each of the economic centres as the guerrillas won't have had much time to sabotage them

The govt can (and should) leech money from the syndicate, either by skimming (which is usually easy to achieve) or by grabbing cash where possible. Money is usually tight for everyone in this game, except for the syndicate once they get their casinos going (and even then they need to hold onto a lot of it to achieve their win conditions).

We played yesterday and the second card that came out was a propaganda card. The govt player was able to pick the event that pushes the US alliance marker back up a few turns later, and skimmed regularly from the mob. While by game end he didn't have much money and had to pass a few times to get some, he still came close to winning and up until the end game he still had sufficient money.

Govt actions tend to be quite powerful - he can recruit fairly easily and kill a lot of guerrillas with a single action if he does it right. Each faction has its own strengths and weaknesses.

Yes, I know that the operation costs for Government will go up eventually, but not expect at such a rate. The event to improve US alliance is not a guarantee. It did not appear in our game until very late. Thus the government paid 4 resources for every operation for most of the game after a little more than a dozen cards. I would describe that the Government was bankrupt so early that it was at the mercy of other three factions.

A first card Propaganda sets a different tone for a COIN game - this happened to us during a playtest for Fire in the Lake, and we enjoyed the change of pace.

I agree with Steve. A very early propaganda card isn't disaster, just different. For the Government, momentum cards will be very attractive and an Ambassador Smith card could very well be decisive.

Maybe Iam playing it wrong but isnt it possible for the Gov to buy civic actions and win the game if the first card is a propaganda? An instant win? Ive had this problem with many games where the Gov wins if an early prop card comes out. Must be some rule iam missing

Government can't win automatically with the first prop card because victory is the first thing checked (i.e. before the civic action phase).

Ooh I knee I missed something, I always belived that victory was checked in the beginning AND in the end of propaganda phase...thanks, finally solved this problem!
