What is the usage of counter with alphabet A, B, C...Z and troop, platoon label on one side, and stress on the other side?

They're used for the random scenario generator - have a look at the RSG rules section and it will make sense!

In the RSG, they're used to select the force you're choosing from your possible orders of battle. For practical purposes, you could note it on a piece of paper or do like we do which is hold your finger on it and simultaneously reveal what you've picked.
