Hi,

Regarding the final scoring, when neither side has achieved victory, EVERY country is scored according to the rules for country scoring.
Does that mean that even the countries which are democratic (no more communist)are scored ?

Hi Roland,
Yes, every country is scored (with no power struggle) and the Communist player gains 4 victory points for each country where he/she has retained power. Also, in the final scoring reaching 20 VP no longer qualifies for victory.
