What is the purpose of the mountain symbol on the map?

It results in a negative modifier to Red units attempting to evade. See Evasion tables on map.

So it is harder for Red units to evade from mountain provinces? What is the rationale for that?

The central highlands of Vietnam were populated the Degar (or Montagnard from the French). The Degar hated the VC, were friendly to "Blue" forces, and excelled at hunting and tracking.

Thanks Iain. Actually the inclusion mechanic used for the Montagnards is one of my favorite aspects of the game. I have always felt that in many ways they were the biggest losers in the war. We promised them the moon then left them hanging.
