My search-fu is weak.

Surely someone has, by now, found a way to play the single-player campaigns from Fallout 1 and 2 in an updated engine? Even a screen resolution improvement would be great, but NPC improvements would be better.
If anyone has a link, I won't call you surely again.

Not that I'm aware of. What do you mean by "NPC improvements"?

I'm not too sure what you mean by NPC improvements either, but as for resolution bumps, there is a Hi-Res patch available from No Mutants Allowed.

In Fallout 2, you could choose your companions weapons, armour and general tactics. You could use them to carry stuff and heal them when required. They could also substitute some skills for yours (like Repair) if they were more skilled.

In Fallout 1, your companions would shoot with whatever they had to hand. If you were lucky.
