Am I missing a 'torso and feet', or do I have an extra '2 arms, weapon, and head'?

Here is what Mantic lists as being included:
12 Enforcer Miniatures:
54-card Faction Deck
1 Enforcer Peacekeeper Captain
4 Enforcers with Heavy Rifle
2 Assault Enforcers
1 Enforcer Engineer
1 Enforcer Sniper
1 Enforcer Missile Launcher
2 Enforcer Sentry Guns
10 25mm bases
1 40mm base

And here is the group shot.

What I don't understand is this guy. He does not seem to be on the list above. Is he the reason I only have 3 Enforcers with Heavy Rifles?

That is IIRC basically correct.

Mantic added the components so you can switch one of the Riflemen [or the close combat trooper] for a Burst Laser when they shipped the resin figures because of the delay in the styrene ones.

I don't think I got an extra head though. Not that I need it since there will be more troopers when we get the styrene replacements for the resin figures in wave 2.

The extra head was to have an open or close face plate on the captain.

Which would explain why it isn't in the bag with the spare components for the troopers.

Thanks guys.

So I have 2 starters, and will probably pick up the new booster when it comes out. Would it be better for me to build 8 regular troops, or 6reg/2 Burst Laser?

Well being that it would be very hard to get all 8 on the board without multiple mats, I would go with more specialists for flavor.

Unless you're doing huge armies on multiple mats, then go nuts!

The latter. The basic Enforcer trooper is 10pts, standard game size is 70pts. You couldn't even fit 8 troopers, barring extended game size variants/house rules. Realistically I find it hard to fit more than 3 basic Enforcer troopers in a 70pt team if you plan on taking any specialists at all.

You might want to model yourself a Sargeant proxy if you're into model conversions, I found him a much more playable choice than the prohibitively expensive Peacekeeper Captain. A quick job is just snipping the blade off a spare assault enforcer arm.
