With two ships, neither of which cloak, I'd start by ditching Sulu and something else, pick up Strike Force for 5 points. A free action and extra die each turn will be MUCH better than 5 other points in your build.

For the Kraxon drop the forward weapons grid as you cannot use it unless there are two targets in range. Replace with antiproton scan as this can give you a +1 attack die against ships without active shields (cloaked ships or ships with shields destroyed). If you do this add Ixtana'Rax to get rid of/or repair critical hits, with the two points remaining. Change your flagship to the Romulan/Independent as this will give you a second crew slot, free battle station action, +1 evade and attack for the Kraxon and a +1 defense die for the Excelsior. Gul Dukat gives free evade and use ship action for target lock or scan.

Why take the Forward Weapons Grid on the Kraxon instead of the Koranak? You aren't going to be able to pop more than one OWP a turn anyway with that build. You don't have to disable the Koranak's primary weapon to fire at two targets. The Koranak also hits harder, and the flagship you chose will make it more resilient, and the target lock is really nice.

Second, on that flagship - what is your plan for it? You're giving up some of the best abilities of a flagship (things like a free battle stations, additional attack die) for one of the more powerful abilities - a free move. But then you put it on the ship with a Skill 7 captain? If you're going to roll with that, put the flagship on Picard's ship, so you get another move possibility at Skill 9! Plus, extra moves in OP 5 aren't necessarily a good thing. Free evades or battle stations are way better.

Your Excelsior is action heavy, but in the wrong way. You have the ability to do a battle stations with Picard anyway, though I guess you can target lock, Scotty, and still get BS through Spock, but I'd prefer going with Strike Force over United Force. Or, put the Indy (Dom/Target Lock) Flagship on the Excelsior, drop Spock, and put Valtane on instead. Now you've got the ability to reroll two dice with the scan, Picard can BS, and you can also have a Koranak that moves again at Skill 9.

Something like this:

U.S.S.Excelsior - 26
Flagship (target lock) - 10
Jean-Luc Picard - 6
Montgomery Scott - 5
Dmitri Valtane - 3
Hikaru Sulu - 3
Quantum Torpedoes - 6
59 points

Koranak - 26

Gul Dukat - 5
Boheeka - 2
Dorsal Weapons Array - 3
36 points

The extra movement from the flagship gives the Koranak better protection - after all, it's better to avoid a shot in the first place than be able to absorb it. Excelsior now has 4 defense dice with Sulu, plus 6 hull and 5 shields.

This also allows you to go Strike Force for an additional action and 8 attack dice Quantums with Scotty and the SF die, and two rerolls from Valtane. You're going to be averaging almost 9 hits with battle stations.

If you'd prefer to stick with United Force, you'll get an additional reroll, plus the points to put a cloaking device on the Koranak (that Sensor Echo makes it even easier to stay out of firing arcs), Engage for Picard for the same reason, plus being able to turn the Excelsior around much more easily, and you still have extra points for toys like Transwarp Drive, Disobey Orders, and Captured Intelligence.

Ditch Sulu the best defense card in the game?!?!
