There are some differences in rules between EB and TUS.

Some are minor but one which I have first overlooked seems major : 3.2.1

In EB, one side couls always activate ONE formation but in TUS, one side could activate EACH formation.

Do you think Scenarios from EB are still balanced with this rule, particularly Scenario 4 (Maelstrom) where WP must exit 6 units from the map, obviously easier when you can activate each formation...

Eventually, do you play each module with its own rules or are you using TUS for all modules ?

Sorry to come so late to this. The intent as I understand it is to use the rules in the box with those scenarios and any expansions based on that particular base game for the very reason you mentioned.

An exception to that would be where the rules got globally changed like passing in the original EG and BnB and how HQ's used to be able to move themselves in original EG.

Now you can choose to use a later rule book but if playing with an opponent make sure and review any differences.
