The way I read Rules 17.3 and 17.4 is that one cannot move between regions via Infrastructure Boxes. In other words, to move from one Region's Infrastructure Box to another Region's Infrastructure Box, one would first have to move into the Open, move to the next Region, then enter the new Region's Infrastructure Box (movement cost of 3 and subjecting the unit to having to halt in the Open due to the presence of enemy units). The alternative would be moving directly from one Region's Infrastructure Box to another Region's Infrastructure Box (movement cost of 1 and no exposure to enemy units in the open). The latter isn't specifically prohibited, but seems to be implicitly prohibited by lack of mention. Allowing the latter would make for a significantly different game. Do others agree with this interpretation?

I think it is prohibited in 17.1 - this states that you can enter infrastructure box by moving from Open field in this a region, which costs 1 MP. Additionally, moving directly from one infrastructure box to another would depreciate special forces units with red movement on the counter, because only they can cross region with enemy units without stopping.

Also answered you on CSW - you cannot move directly from one Region's Infrastructure Box to another Region's Infrastructure Box without exposing yourself.
