(ii) gives the maximum distance that a Rearguard could be created, and (iii) limits it to within one movement activation, which could be less than the full range from (ii).
e.g. a non-column infantry unit with a Movement Allowance of 4 could not place a rearguard 2 hexes away through 2 Woods hexes (3MP cost), as the unit could not reach that hex in one movement activation without using Forced March. Placing a Rearguard 2 hexes away would be allowed if both hexes were Clear/Polder/Orchard (2MP cost) as the unit could reach that hex in one movement activation.
