The Directorio bot was about to do a Terror Op and had several different spaces to do it in: there were no active support spaces, but there were a couple of active opposition spaces.

He only had resources to do Terror in one space. Where should he do the Terror action?

I decided he would Terror in the province with the highest population to hinder the M26 the most he could.

But I think the flowcharts and rules would suggest to roll for a random space out of the possible spaces for the Op.

How I decided, it ended up leaving me one "point" short of victory I think, but it made the most sense at the moment. Or should the bots be more random (less predictable) so they aren't countered easily?

Only in case of event you choose space for greatest change in Total Support and Opposition.

In case of Terror Operation you choose by the following priorities:
• First, in 1 space where Kidnap against a Faction with Cash or
more than 0 Resources would be possible (where 26July Guerrillas
outnumber Police, 4.3.3)—first an EC, then a City, then at an open
Casino.
• Then on all other unSabotaged ECs.
• Then in each City and Province that is at Support or Neutral.
• Then, if “Pact of Caracas” is in effect (5.3), in each other space
at Passive Opposition.

If more than one space fits, you randomly determined (green and yellow die).

The text you quote is from the M26 Terror op.

But as I mentioned, I guess what I decided was not what the bot would have selected and I should have rolled for random space among the spaces that qualify at the current bullet point. But in this case I think a Directorio player would have chosen to hinder M26 the most as the M26 were at victory conditions, so the space with most population was the best choice.

I find it difficult to make such a decision, because I would rather just do what the flowchart/rules tell me and I am afraid that I might miss something important if I choose something else, but in this case it made the most sense to me.

Ups, I misred your post. It should be Terror Op for Directorio.

I suppose it should be random as bots already have advantage always do Operation with special activity.

From Oerjan, father of bots:

Random roll is correct (and yes, it is to reduce both predictability and the amount of rules).
