There are certain Skill Cards that are, for example, to be played after the strength is totalled in a Skill Check to reduce its difficulty. Is this type of card to be played during the current player's action step, in anticipation, or is it played by the current player (or any other player?) after the Skill Check?

Apologies if this is covered in the thousand or so rules posts already and thanks in advance to anyone that can help.

After the skill check. Anything that requires an Action will say "Action:" on the skill card (in bold letters), and will typically be done in the Action Step.

EDIT: I take it you're talking about a card like Declare Emergency...
Play after strength is totaled in a skill check to reduce it's difficulty by 2. Limit of 1 "Declare Emergency" card used per skill check.

Each skill card specifies when it can be played outside of putting it into the check. It does not have to be the current player, if the condition is otherwise met.

There are (among others):
- Action: requires an action
- Before cards are added to skill check
- Before strength is totaled
- When Vipers are attacked
..

Yes, that's the one. I guess it is all self-explanatory on the cards but just to clarify, any player can play it not just the current player?

Any. And if multiple players really want to play the same card, current player decides which one gets to play it.
