To me when forming a pair of objects on the board each object (road for example) could only be used once but others in my group felt that while one of the objects would obviously need to be different the other could be used over and over. Thus four stations next to one road would be four pairs of roads and stations according to them while I felt that it would only be a single pair.

I prefer your friends interpretation of each building/road possibly being part of multiple different pairs, each with a unique partner. I'm sorry this wasn't more clear, and will add this to the FAQ I've started compiling.
