Actually, the system runs in training mode all the challenges, so it would work as a solo game from a mechanical standpoint.

This is a competitive game. There is a single winner.
There is only an option to attack players in Android mode, not in training mode. You can hinder/backstab players trough intercepts, but they are somewhat hard to pull off, so not frequent and the training mode can be perfectly played without using this option playing solo without losing the feel of the game.
I would recommend playing solo to put out 3 events in the first turn, and the next turn 1 new one each turn, this to make sure despite playing solo the agent will have enough choices/alternatives during his turn and the city is lively enough to create challenging situations.
