I had a difficult time with the rulebook determining how exactly to setup the card decks at the start of a game. I believe I have pieced it together so I am posting this to (hopefully) clarify the process. If I have this wrong please feel free to correct me.

1). Separate all cards by their backs.

2). From each of these stacks separate all the cards with no numerical
value in the upper left hand corner. (Completely blank not the
0 value cards.) These are the starting cards for each of these decks
and are used in all games. Shuffle and place each deck on it's
location on the board. (This is the part of setup the rulebook
does not make clear.)

3). Now go through the Coast (yellow) and Interior (green) exploration
decks and set aside the cards numbered 0 (zero) in the upper left
corner. Shuffle these together (2 green and 20 yellow) and randomly
draw 8. Add these 8 cards to the matching decks you already
placed on the board and shuffle. Return the rest of the 0 (zero)
value cards that weren't chosen to the box.

4). The remaining cards (not on the board already) should be placed to
off to the side and should all have a numerical value of 1 or
more. These cards only come into play as the result of another
card requiring you to add them as you play the game.

I hope this helps. I'm sure this was obvious to many of you but it was not immediately clear to me.
