On page 23 of the rulebook(exemple of play) its says that the german 6th army(4-4) attack the soviet central front(5-3) for a ratio of of 4:5 who become a 1:2 odds attack.

I am no math expert but why is this not a 1:1 odds attack?

5/4 would be rounded down to 1.

This is a convention (always round down) that is common to most wargames.

Albeit there are a few exceptions, like "the Gamers" Standard Combat Series system Afrika (second edition), that uses the standard rounding rule (round half up): 1.4 vs 2 = 1-2, 1.5 vs 2 = 2-2 (so 1-1), 1.7 vs 2 = 2-2 (so 1-1).
