The rules don't state that it has to be used prior to combat, but if you do it during combat you have to figure out what to do about the monster's already-rolled dice.
We've been playing that both poison and strength have to be used prior to rolling, but as long as you agree how it can be used beforehand it's not going to break the game if you use it after the fact and remove the monster's lowest die or something.
