Do two lake borders touching at a point count as adjacent and one contiguous body of water?

Borders aren't allowed to be adjacent with each other. If two borders happen to have straight edges adjacent, those borders are still not considered adjacent.

To be clear, that means that the two borders have to have adjancey with one other border - side to side?

Borders are never considered adjacent to each other, even if the edges touch another, either butted up short or long sides.

Sides of hexes are to be adjacent, which is an "active" side, while the edges of the border, non jagged that is, are not.

This. In order to place a border tile, it must touch a hex tile. Even if the border tile touches another border tile, those tiles are not considered adjacent.

Borders don't stick together. They need glue. That glue is a hex tile.
