I haven't been shuffling after the first round of play because the rules don't say so, but I wanted to make sure.

Shuffling would randomize cards so you wouldn't be able to count cards in the second round if you were more familiar with the game.

Great question. I think the game works well both ways. I prefer to avoid shuffling between rounds with experienced players, but usually shuffle between rounds with newer players. In fact, when you remove the cards with the fang icons (for a less destructive/chaotic beginner variant), you may need to shuffle between rounds to have enough cards. The reason that I enjoy not shuffling is that it provides lots of cues to motivate different strategies: maybe you already saw the volcano cards so you know those spaces will be more safe in the second round, or maybe you saw very few stations built in the first round so cards that score for stations might be more valuable in the second round.
