A quick question:

Units in enemy ZOCs are unable to move except at night or as a combat result. (Assume we are talking about infantry here).

Routed units that choose to move do so as if retreating.

The question is can a routed unit voluntarily move when starting in an eZOC (using the retreat priorities) or is it stuck in place until forced to move in combat?

All units (including cavalry) are locked in place by EZOCs, regardless of whether they're Routed or not. Cavalry (and light infantry) can used disengagement to circumvent the locking in place, but only during the reaction phase.
