It seems that one could win the game because this event was drawn at just the right moment.

With regular Magic Carpet tokens (or the tokens that you might pick up from using the Treasure Hunt expansion), it requires planning to make use of the flying fabric at the right moment, and not a luck of the draw.

I don't think its a problem. Its just extra flying carpets same as the witch. It is random when it shows up. Players still have to wait until their turn to win.

So in order to benefit for a next turn win, a player would need to only compete one more quest, not have enough flying carpets to reach the destination, enough gems to pay for the flight.

Even then its likely only saving 1 or 2 turns.

I don't think that's any more drastic than an early raven stealing 4 gems and preventing the purchase of 2 additional beasts

Other considerations are (a) it does cost gems to use, which players may prefer to save for purchasing beasts/artifacts; (b) all players have opportunity to use it. This event hasn't seemed over-powered in our games so far.
