so another way the game can end is when the draw deck and the face up available cards are empty right ?

There seems to be a difference in the german rules which I think states that the discard pile must also be empty however the english rules don't seem to indicate that.

Can someone confirm the game end rule (not for when a player plays all his/her cards).

also if several people have their cards snatched, when do we refresh the 6 face up card row ? after each player (whose cards have been snatched) has replenished OR at the end of the current player (who snatched those cards) turn ?

yea though it seems from the German rule that discard pile is to be empited along with the draw pile and card row. So it would seem ALL cards are taken from the table and that signifies end of the game.

Just wanted to confirm.

You never use the cards in the discard pile, so it simply does not matter. The German rules don't mention the discard pile - they only mention Vorrat (the card row) and Nachziehstapel (draw pile), not the discard pile (Ablagestapel).

ah ok. Discard pile is never used to refil the Draw deck. Ok then we played it incorrectly then.
