Rules state for his double tap ability to compare numbers on two tiles in a single direction instead of one, but then it says to skip the comparing numbers step.

How is that intended to work? Is it just printed incorrectly and that "skip comparing" part shouldn't be there?

Do you skip the second comparison and automatically flip if the first is successful?

Do you skip comparing entirely and just flip both tiles?

The way it reads, it sounds like it does nothing. Compare numbers while skipping the compare numbers step means you don't compare numbers.

Rukyuk's Double Tap ability allows you to compare numbers with two tiles in a single direction as part of the ability (before comparing numbers step). The "skip comparing" text is there so that a player won't compare numbers as part of the ability and then also compare numbers like a tile would normally. As you said, the wording is a bit odd and should probably read something like: "Instead of comparing numbers normally, Rukyuk only compares numbers with 2 tiles in a single direction."

Got it. So if you use this ability, it replaces the regular comparison step of the turn.

Makes sense now.
