Yes just finished thank you, still have questions. For instance first hour, would if there is no confederate reinforcements, in fact the first 3 hours I turned up nothing, but turned up a union. Is that correct?

Bowen made quite a good tutorial for the first couple of turns. You find it in the Files section:

http://boardgamegeek.com/filepage/94219/tutorial-pdf-setup-f...

Other than that i'd suggest playing some introductory turns with someone on Vassal, you can find people on Judd's list:

http://boardgamegeek.com/geeklist/174297/the-vassalcyberboar...?

or you pm me & we'll have a go..

An excellent question, and yes, it's possible for things to shake out that way.

If you have no reinforcements for either side for a few hours, then basically nothing will happen (there's probably no reason for Buford to redeploy, although he's free to). The Union will have a slightly more forward defense to mount, on average (no objective move backs early, but still good odds for move backs eventually).

If you have only Union reinforcements early, then the Union blocks will be able to use Road Reinforcement movement to start setting up forward defensive positions (you could move offroad, but you'll cripple yourself due to the very slow rate of advance after offroad entry). In this case, you will want to redeploy Buford. The Union will have a very forward defense to mount, and will have to be very leery of ceding ground.

But in either case? Very short Confederate turns early. I'd hazard a guess that the Confederates would also see more benefit from off-map reinforcement transfers in situations where the Union has deployed a couple of corps first; shift the initial wave of advance from Chambersburg to one of the other roads and try to trip the defenders up when redeploying.

I think its the way the rulebook is written, still pretty confusing. I will have to rewrite it so that it is coherent in plain speak, rather than one sentence after another referencing other areas of the rules.
