I am sure I am thinking wrongly about this, but why couldn't you simply double the number of units and terrain tiles in the basic scenarios to make all of them playable in Epic format using two sets and two decks of cards?

You could certainly do that. It's very similar to the Armageddon variant of C&C Ancients. In the case of Armageddon, you double the number of units, double the number of flags needed to win, and increase the number of hand cards by 50%.

Part of the fun of "epic" is depicting the battlefield in more detail, which doubling every thing does not do.

That said, if you are just looking for the multiplayer experience, then doubling would work fine, and has been done to great success.
