We played 3p, with the base game licences, but added dock cards Salty Captain, Inuit fisherman and bay cards for Gone Fishing.
We decided to also add Salmon and Salvage Yard, since the rulebook clearly said ADD for both of them, not replace. (I didn't want to replace any of the basegame licenses, as it was the first game for most of us, and I wanted to get a feel of the base licenses before swapping for the expansion ones.)

However this increased the size of the license deck considerably, and the first king crab barely got revealed when the fish ran out.

Is this normal? Should we have added a few more (10?) fish crates? Should we have replaced licenses for Salvage Yard and or Salmon?

Salmon is a standard license. Use use it instead of any other standard license.
However Salvage yard is a spaciel bay card, so you played it well that you added them as a bonus to the license pool.

salvage yard is "add" salmon is "replace". All license cards are replace except Salvage yard
