How well would this game work with team play? Is it big enough?

I haven't played it with 4 but theres enough going on that it should work.

It works fine with 4, if you play one of the big scenarios. You'll note that Scenario 5.2 and Scenario 5.3 combine to make Scenario 5.4. So with 4 players, two of them play the forces on the two sides of 5.2 and the other two play the forces on the two sides of 5.3.

And if you want to play (for example) Scenario 5.1, just use the same approximate split of forces. But I recommend using 5.4 for your first 4-player game.

I've played it (campaign) 3 time, it's better for 3 players imho; a fourth player might be bored ... too little to do.

3 players is great - two Soviet, one German. There is enough to do in the midgame for the Germans to support a fourth, but the early going might be a bit thin.

Team play is mandatory for the big scenarios - otherwise turns take really too much time. You definitely need two players for the Soviets - but I think two German players will also have fun : they have less units than the Soviets, but they have to be extra cautious...

It's nice to have 2 on each side because that allows you to discuss things with your teammate. I always enjoy games with multiple players on each side.
