Rulebook page 19: If you can’t construct a valid deck from the cards your group has available because you don’t have enough of certain card types, choose the extra cards you need from the box, choosing only
cards with the Basic trait

My Question: is it allowed to voluntarily discard cards from your deck to pick up cards from the box (with the Basic trait) between scenario's ?

As you banish the remaining card pool only after rebuilding your decks, you must work with what you aquired.

However you can try to banish cards during play so you have to get new basics from the box during rebuilding your decks.

Just to be specific (because it will matter once you start Hook Mountain Massacre) cards left over after rebuilding your deck are not banished. They are simply "put back in the box."

Notice it lacks the word "banish".

The rule is there because you cannot construct all starter sets without the Character pack, and not everybody will buy that.

No, it is under the section of the rulebook labeled "Between Games" and has to do with rebuilding your deck after a scenario ends. It is there in case your character needs a type of card (ex: an item) but at the end of the scenario you don't have a card of that type for them (maybe you banished an item to play or to to close a location). Only in the case where no one in your group has an extra item for you can you go back to the box to complete your deck. If one is available in your group, you need to use the one available in your group. (As Wolfram said.)

Also, if you follow the suggested deck list (or at least the ones in the updated rulebook), you can construct any combination of 4 (or 6 if you have the character add-on deck) characters.

Perhaps the rule you are thinking of is from the beginning of the rulebook under "Build Your Character".

Rulebook v3 p4 wrote:
Build Your Character. Each character needs a character deck; if you don’t already have one, build one. If you’d like to start playing quickly, use the suggested deck for your character provided at the back of this rulebook (see Suggested Deck Lists on page 21). Alternatively, you can choose your own cards to create your deck; the Cards List on your character card indicates the exact quantity of each card type that you must choose from the box to make up your character’s deck. You may choose only cards with the word “Basic” in the list of traits underneath the card name.
