I have run into a situation with the Campaign Cards in Eagle Day.
The British begin the game with four Campaign Cards and can draw up to four cards at the beginning of turn two. The British could have up to eight of the nine Campaign Cards on turn two if they don’t play any cards in turn one and don’t drop their Operations level due to the loss of an HQ.
Going forward the British, if they manage their discards, could have access to all nine Campaign Cards in turns three to five.
The Germans could employ a similar strategy but it could take longer
give their lower initial command level.
