here is a simple variant to apply- I think it deters low tile plays (something I personally detest in the game UNLESS all the tiles are out)

IF a player lays less than 5 tiles they ONLY replenish 1 less than what they laid - if they lay 5 or more they can replenish to 7 tiles in their rack

example - 1st player lays CAST they will only replenish 3 tiles making their rack 6 tiles only

on their next turn they play 5 tiles to form SKIES they will replenish back up to 7

All other rules apply - Note players can only exchange tiles to the amount they were holding

I actually do find the variants interesting, but what exactly is the issue with normal Scrabble? What's the point, so to speak, of the variants? You've expressed that you don't like when low numbers of tile plays, but it seems like this variant would stop people from getting as many points as possible.
