Let's say two players are playing. Monster spawn number is 6. Player one rolls a 3, so no spawn. Do I now decrease spawn number to 5 for player two?

OR

Does monster spawn number only decrease in the event that neither player rolls the target number or above

Note that this pertains to normal rules.

Based on my interpretation, you roll the die once for each player in the game. For each roll, either a monster spawns, resetting the counter to the initial value, or a monster does not spawn, reducing the value.

So, based on your scenario:
The maximum spawn rating is 6. The current spawn rating is 6.
The first player rolls a 3, so no monster spawns, so the spawn rating drops to 5.
The second player rolls a 5, so the monster spawns and resets the count to 6.

By this logic, if the spawn rating starts a turn at 4 in a 4 player game, it is GUARANTEED that at least one monster will spawn, since if the first three players rolled 1's, the spawn rating would be 1 by the time it got to the 4th player, and unless you're playing with the optional rule to treat zeroes as a 0, you're going to roll a 1 or greater.
