This reminds me of that classic text, The Effects of Nuclear Weapons by Samuel Glasstone. Originally written in the 50's, later editions included a circular slide rule, used to determine blast radius and effects, much like the map you posted.

The book is available for reading on the interwebs. I did find an illustration of the slide rule here:
