What's the difference between the two, as far as what they can/cannot do?

IIRC, heroic attacks and certain heroic spells can only be targeted on the hero's current track. If the hero is in the reserves, then they're not on any track, and therefore can't do those things.

7.2, 7.3 and 9.2 cover the general cases for heroic attacks and spells.

The individual spell lists if it can be cast from reserves or targets the heroes current track.
