I would like some recommendations on purchasing an Euro game under $20 as a gift for a friend. He's not a newbie at board games so I am looking for something with good depth and strategy that plays under 1 hour up to 4 or 5 players.

Games that I have that he likes of that "filler euro category" are San Juan and Citadels.

Games that are under my radar:
-Fleet
-Oddville
-The Builders:Middle Ages
-Guildhall
-Sail To India
-For Sale (might be too light)
-Mai Star

Out of these I have only played Oddville and Sail To India.
Thanks for your suggestions.

Most of these are not what are generally considered 'Euro'. That said, if you're looking for similar games to ones that you've liked before (San Juan, Citadels), then of the list, I'd look at:

The Builders
Guildhall
Fleet

For Sale is quite light as a filler.

Race for the Galaxy is a great game similar to (but more complex than) San Juan.

Pillars of the Earth: Builders Duel, if available, is interesting and only cost me $20 at the time.

Jambo is another one (or Asante)

If For Sale is too "light", look at High Society. Similar weight, but an extra wrinkle or two in the auction mechanic and end scoring.

Also try:

Hanabi
Valley of the Kings

Sail to India fell flat for me after a couple plays.

Just played Valley of the Kings last night. Definitely an interesting twist on the usual deck builder that doesn't outstay it's welcome. I need to play it more before I can recommend it has having replay value though.

Innovation is great but I consider it a 2 player game.

Big +1 for Spyrium; really excellent game and takes 4-5.

Totally disagree. It's also fantastic with 3 players. 4 can sometime get a bit long, but is still quite fun.

If you shop used, I asked a similar question a little while back and was pointed towards some cool games, here: games with low re-sale value?

Bohnanza is great.

Rivals for Catan is another game I really love. It plays and feels like a boardgame, despite only having cards (and is very different from Settlers of Catan). Tom Vasel does a good overview of it. The expansions are dirt cheap too.

+1 for Louis XIV if playing with 4 (it's one of the best area majority games for that number, not to mention for that price)

+ 1 for Bohnhanza (always a blast for 4 or more)
