Description here on BGG includes the following:

There are no such rules in the expansion rulebook. However, there are "rainbow cards" that Looks like they could have been the bills described above. But the rulebook has completely different rules for these cards.
I wonder what happened? Why was the original idea scraped and replaced with new rules? I think I do like these new rules better, they just fit the theme more. But I would like to know what exactly the original rules were..

My edition also has differences to the description:


Eight dice in two new colors to allow for up to seven players.
A grey purple die for each player that allows you to remove an opponent's die when placed (with enough gray dice to have up to eight players).
A large die in each color no purple that counts as two dice when determining who scores at a casino.
Rules for playing a solitaire version of the game.
Bills worth $100,000.
Bills worth $10,000 for each color of bill you collect. You get a 50k Bonus for a special colour you collect.
One-shot action cards, with each player receiving one such card at the start of each round.
Special cards of variable value that are available in a new, seventh casino; on a turn, a player can place all the dice he rolled of a single number in this casino, but then no more dice of this number can be placed in this casino by any player.
Special cards of variable value

The original rules were posted while the expansion was still in development. I suppose further playtesting led to the rule changes. But, sometimes the publisher steps in and makes minor changes. The original rules for the rainbow cards were a typical "euro"y type of set collection scoring. The new rules for the rainbow cards are more in line with risk taking which is more in the spirit of the Vegas theme, as the OP pointed out.
