What is the logic behind shuffling the pile and placing it at the bottom of the draw deck after each turn versus waiting for it to completely run out and then shuffling the entire discard pile?

Glad someome ask this.
Well, the answer is to make it simple

Because of the layout of the cards in the game (means the draw deck can't be placed on the middle of the players), the choices are:
- the draw deck will be placed near one of the players and that player will help with the drawing / putting card on the discard pile (will be quite a lot of work for that player)
- at the end of turn give the draw deck and the discard pile as is to the next player
- shuffle discard pile first, put at the bottom of the draw deck then give the deck to the next player as "ok, now this is your turn".

From playtesting, the last one is our choice. Neater, and the Power Deck is a mark who is the active player now.

Cheers!
